Prop 130 implementation timeline released

The Colorado Department of Public Safety’s Division of Criminal Justice (DCJ) has provided an updated timeline for implementing Proposition 130, the Peace Officer Training and Support Fund, which was approved by voters in November 2024.

Proposition 130 requires the state to provide $350 million in additional funding to local law enforcement agencies over 10 years to support the recruitment, training, and retention of local law enforcement officers. Senate Bill 25-310 established the Peace Officer Training and Support Fund and directs DCJ to distribute $35 million annually to eligible local law enforcement agencies.

The funding may be used for the recruitment of peace officers, hiring additional peace officers to address specific geographic areas or types of criminal activity, initial and continuing education and training, and peace officer compensation.

Importantly, the funding must supplement existing law enforcement budgets only. Local governments that do not comply with this requirement may jeopardize access to Prop. 130 funding.

Key upcoming dates include:

• Oct. 1: DCJ expects to email instructions to law enforcement agencies outlining the information and certifications required to determine individual distributions. This date may change if there are delays with the IT project.
• Nov. 30: Required certifications, including the number of budgeted peace officers, are due to CDPS/DCJ.
• Dec. 15: DCJ will notify agencies of their distribution amounts.
• Dec. 31: Funds are expected to be disbursed to local law enforcement agencies.
