In 2005, the Colorado General Assembly passed Senate Bill 05-152 (SB 05-152), which excludes local governments from entering into the broadband market and prohibits most uses of municipal or county money for infrastructure to improve local broadband service without voter permission. More than 120 municipalities have successfully passed questions related to SB 05-152. The municipalities in the map below have asked their residents to "opt out" of this restriction. This page is updated through the November 2022 election.

 

 

Using this map

For a map key, click on the arrow button in the top, left corner of the map. The map is organized according to the year in which the measure was passed. The first group of municipalities (delineated by color) under each year passed their measure in the Spring election and the second group passed their measure in the Fall election. By clicking the checkbox next to each year in the key, you can turn the layer off or on. Clicking on the name of a municipality, either in the key menu or on the map, will provide you the language used in the ballot measure.
