Colorado water resources and power

WATER INFRASTRUCTURE FUNDING

Colorado communities have relied on the Colorado Water Resources and Power Development Authority for more than three decades to finance critical water and wastewater infrastructure.

Since 1981, the Authority has executed over 800 loans totaling more than $2.8 billion through Colorado’s State Revolving Fund Programs, partnering with municipalities and special districts statewide to deliver affordable, long-term financing solutions. Our team’s expertise in municipal finance, federal compliance, and capital planning helps local leaders move essential projects forward with confidence. 

Recent funding under the Infrastructure Investment and Jobs Act has accelerated that impact, with over $300 million distributed to more than 60 communities. Projects include replacing 7,600 lead service lines in Denver, Englewood and Greeley, addressing emerging contaminants in Boone, and expanding treatment capacity in communities such as Sterling and Silt. More than half of these funds have been provided as principal forgiveness, reducing costs for local ratepayers and advancing critical public health protections.

MUNICIPAL LEADERSHIP ACADEMY (MLA)

Civic Results is a Colorado-based nonprofit dedicated to strengthening local leadership and advancing practical, nonpartisan solutions for municipalities across the state.

In partnership with the Colorado Municipal League (CML) and CIRSA, we are proud to highlight the Municipal Leadership Academy (MLA) — a premier training program designed by former mayor Heidi Williams specifically for mayors, council members, and trustees. MLA equips elected officials with the tools to lead effectively in areas such as public safety, housing, economic development, sustainability and resiliency, communication, and crisis response. Through expert-led sessions and peer learning, participants gain actionable strategies they can implement immediately in their communities.

Civic Results also convenes its premier program, the Metro Mayors Caucus, which brings together 38 mayors to collaborate on shared priorities and regional solutions. In addition, we lead the Future Housing Coalition, focused on expanding housing options, advancing starter housing strategies, and strengthening local policy alignment. The Coalition’s forthcoming toolkit will provide practical communication strategies and policy tools to help municipalities address housing needs in their communities.
