When residents in Sterling, Silt, Kremmling, and hundreds of other Colorado communities turn on the tap, they see the result of years of local planning and the financing that made those projects possible.
Since 1981, the Colorado Water Resources and Power Development Authority has worked with municipalities and special districts of every size to finance water and wastewater infrastructure, executing more than 800 loans totaling over $2.8 billion through Colorado's State Revolving Fund Programs. We just celebrated our 45th anniversary helping Colorado communities stay hydrated with healthy and clean water. A map of our loan portfolio tells the story at a glance: projects in every river basin in the state, from the Front Range to the Western Slope, the San Luis Valley to the Eastern Plains.
For many of Colorado's smallest and rural systems, affordability determines whether a project moves forward or sits on the shelf. Our Drinking Water Revolving Fund and Water Pollution Control Revolving Fund offer below-market interest rates, flexible terms, and, for qualifying disadvantaged communities, reduced interest rates, grants and principal forgiveness that meaningfully reduce costs for local ratepayers. Our team's expertise in municipal finance, federal compliance, and capital planning means communities don't navigate the process alone, from initial planning and eligibility through closing and construction.
