Mayor Candy Meehan of Norwood and CML Executive Board member has been appointed to the state’s Just Transition Advisory Committee (JTAC), representing Disproportionately Impacted Communities. The committee brings together representatives of coal communities, labor unions, utilities, issue experts, legislators, and members of the Governor’s Cabinet to guide Colorado’s response as the state moves away from coal-fired energy. Created under House Bill 19-1314, the Just Transition framework reflects a commitment to support approximately 2,000 workers and the communities across ten counties affected by plant and mine closures. JTAC works with the Office of Just Transition to identify closure timelines, coordinate resources, and recommend strategies that help workers transition to new opportunities while supporting economic diversification and long-term community resilience.
Meehan also represents municipalities with populations under 8,000 on the CML Executive Board, where her term runs through June 2026. As a small-town mayor, she brings firsthand experience with the challenges and opportunities facing rural communities, from sustaining local services to strengthening economic stability. She is committed to ensuring that small and disproportionately impacted communities have a strong voice in statewide policy discussions and works collaboratively to advance policies that foster sound governance, community development, and resilience across Colorado’s municipalities
