Colorado Wildfire Resiliency Code update

Currently there are conversations happening around the Colorado Wildfire Resiliency Code (CWRC) implementation timeline. SB23-166 created the Wildfire Resiliency Code Board, which was tasked with developing and adopting of the codes and standards. The code was adopted on July 1, 2025. Jurisdictions that have areas designated in the Wildland-Urban Interface have until April 1, 2026, to adopt the code and be fully compliant by July 1, 2026. The adopted code can be found here.

As the adoption deadline nears, municipalities have raised concerns about their ability to meet the timeline. One major concern is that the state’s CWRC application map is not accurate for all areas. While the legislation allows municipalities to develop their own map for approval by the board, two issues for municipalities remain: the board has not released the data or tools necessary for local mapping, and it has not indicated who will be reviewing and approving the municipality-developed maps. Without the map, municipalities can’t complete code review and adoption processes in a timely manner.

Additional concerns include staff capacity to review, adopt, and enforce the new code, lack of support and guidance from the board, and the unfunded mandate implications of implementation.

CML and our members understand the importance of making our communities more resilient to wildfire but also understand the need for thoughtful code adoption. Additional time is needed for municipalities to develop their own maps if they would like to, review and adopt the code, and implement it within their communities. CML will continue to bring your feedback to the legislature and continue this important conversation.
