Following is a brief outline of the various responsibilities for CML staff members. It is intended to help officials from CML member municipalities direct their questions and comments to the appropriate person. To email a staff member, use the first initial of the first name, the entire last name, and @cml.org, for example, John Doe's email would be jdoe@cml.org. Executive Director: Kevin Bommer
Kevin is responsible to CML's 21-member executive board for executing the policies and programs of the League. He is responsible for professional, executive and managerial oversight of CML’s staff, activity management and coordination, member service operations, organizational policy development and recommendations, league policy and legal programs, and fiscal control. Prior to being appointed executive director in April 2019, Kevin served as the League’s deputy director from 2012 to May 2019 and was a full-time lobbyist from 2001 to May 2019. Administration

Executive Assistant: Lara Larkin
Lara is responsible for the administration of CML Executive Board meetings, communications, minutes at meetings, and other committee activities. She provides administrative assistance and project support for the Executive Director and other staff  to support CML strategic goals and objectives, activities, and events. In addition, Lara provides a wide range of member services for CML municipal and associate members. Lara joined the League in November 2021.

Finance & Administration Manager: Allison Wright
Allison is responsible for the management of financial and administrative activities of the League including accounting, budgeting, financial reporting, human resources and benefits administration. In addition, she develops CML policies and procedures and manages the administrative staff. Allison has been with the League since January 2006.

Meetings & Events Planner: Karen Rosen
Karen is responsible for planning and logistics for CML meetings and events including the annual conference, workshops, trainings, receptions and special events to support CML activities, initiatives and goals, for the benefit of our members. Karen joined the League in March 2020.

Database Specialist: Mark Vanderbrook
Mark is responsible for updating and administering the iMIS membership database, auditing, and creating reports and dashboards for CML staff. Mark also processes advertising, publication orders, sponsorships, and member dues, as well as administers the MUNIversity training program and CML listservs. Mark joined the League in February 2019.

Receptionist & Administrative Assistant: Robin Eskildson
Robin is responsible for maintaining the front desk, receiving office visitors, and answering incoming calls. Robin provides administrative assistance and project support for CML staff, activities, initiatives, and goals. She also provides high quality service to members and partner organizations. Robin joined the League in January 2024. 

Engagement & Communications

Engagement & Communications Manager: Denise White
Denise manages CML membership engagement and communications strategy and related programs, which include publications and training. She is responsible for the planning and implementation of these programs and oversees corporate partnerships. Denise partners with the legislative advocacy and legal teams to promote the value of local government. She joined the league in 2023.

 

 

Publication & Design Specialist: Alex Miller 
Alex is a graphic designer who produces CML's print and digital publications, as well as information graphics, social media and web graphics, and event signage. He is a former journalist who worked as a designer and editor at newspapers including the Pittsburgh Post-Gazette, St. Paul Pioneer Press, Chattanooga Times Free Press, and the Hawaii Tribune-Herald. He joined the League in 2022.

 

 

Municipal Research Analyst: Rachel Woolworth
Rachel works on research, analysis, and reporting of municipal trends and best practices. She works with our legislative advocacy team and legal teams to promote the value of local government. Rachel joined the League in September 2023.

 

 

Marketing and Communications Specialist: Kharyl Jackson
Kharyl manages marketing and communication to our members that includes news, updates, networking and events, and the annual conference. Kharyl also works with our events meetings and events planner to promote activities for the benefit of our members. Kharyl joined the League in September 2023.

Legal

General Counsel: Robert Sheesley
Robert manages legal services for CML, ranging from educational support for municipal attorneys throughout the state to advocacy for municipal interests in the courts. He assists the legislative advocacy team, fields inquiries from Colorado municipal attorneys, staffs the CML Amicus Committee, and files friend of the court briefs in support of municipal interests. Sheesley is the former city attorney of Commerce City. Robert joined the League in 2021.

 

Senior Associate Counsel: Rachel Bender
Rachel provides legal services for CML, which includes advocacy for municipal interests in the courts, assisting the legislative advocacy team, and providing training and educational support for municipalities around the state. She previously worked in the Jefferson County Attorney’s Office where she focused on civil litigation and served as a legal advisor to the Sheriff’s Office. Rachel joined the League in January 2022.

 

Law Clerk: Sarah Walker
Sarah is a second year law student at the University of Colorado Law School in Boulder. She is a graduate of William & Mary with a bachelor’s degree in public policy and completed a year of national service with AmeriCorps before beginning law school. She is also active in the Acequia Assistance Project, the Environmental Law Society, and she serves as the co-president of the Public Interest Student Association.

 

Legislative Advocacy

Legislative Advocacy Manager: Heather Stauffer
Heather is responsible for advocating municipal interests before the state legislature. Her issues include building codes; natural resources and environment; elections; governmental immunity; oil and gas; open meetings/open records; severance tax/FML/energy impact; water and wastewater/water quality; and wildfire. She also assists in training and answering inquiries for other municipal officials on various topics. Heather joined CML in July 2019.

 

 

Legislative & Policy Advocate: Beverly Stables
Beverly is responsible for advocating municipal interests before the state legislature. Her issues include public health; substance abuse; affordable housing; land use and annexation; air quality; transportation and transit; and sustainability. She also assists in training and answering inquiries for other municipal officials on various topics. Beverly joined CML in October 2023.

 

 

Legislative & Policy Advocate: Elizabeth Haskell
Elizabeth is responsible for advocating municipal interests before the state legislature. Her issues include beer & liquor; employment & labor; retirement/pensions; taxation & fiscal policy; lottery & gaming; historic preservation; municipal debt & finance; and purchasing. She also assists in training and answering inquiries for other municipal officials on various topics.  Elizabeth joined CML in October 2023.

 

 

Legislative & Policy Advocate: Jeremy Schupbach
Jeremy is responsible for advocating municipal interests before the state legislature. His issues include regulated substances; hemp; criminal justice; special districts; immigration; public safety; municipal courts; telecom/broadband/IT; utilities; and  state departments/offices. He also assists in training and answering inquiries for other municipal officials on various topics.  Jeremy joined CML in October 2023.
