Committees

CML has a number of committees which meet periodically on important topics and issues of interest to municipal officials. Below is a listing and description of each committee and staff contacts (the first staff name is the lead contact).

To Serve on a Committee
Additional committees may be formed or reactivated during the year as needed. Service on these committees is open to all elected and appointed officials and staffs of CML member cities and towns. Individuals desiring to serve on a committee may download and complete the form linked below and should contact, 303-831-6411 or bmajor@cml.org, Barb Major.

If you have proposed legislation or other issues you wish these committees to examine, or questions regarding any committee, e-mail or call the staff contact listed next to the committee.

A description of each committee with staff contacts follows. The first name is the lead contact person.
  • The Policy Committee meets in the fall and mid-winter to review recommendations of the standing committees and to screen other legislative proposals. The committee may also meet in the spring to develop proposed CML Policy Statements for the upcoming year.

  • The Amicus Committee reviews requests to the League to file appellate court amicus curiae (friend of the court) briefs to determine if there is a substantial likelihood that important law will be made affecting Colorado municipalities. The committee will review requests, leading to a recommendation by the committee to the CML Executive Board.   • The Energy Issues Committee discusses issues of concern and identifies potential solutions relating to energy development, extraction, taxation, conservation, sustainability and other impacts associated with energy issues facing cities and towns in the state.

  • The Sales Tax Simplification Committee examines sales and use tax issues, including tax-simplification issues that affect home rule municipalities that collect sales taxes locally, and other sales tax administrative matters.

  • The Municipal Issues and Trends Committee reviews legislative requests made to the League by cities and towns as well as pending legislative issues affecting municipalities coming from others, and meets periodically to review trends and issues affecting cities, towns and local government generally.

  • The Statewide Municipal Water and Wastewater Issues Committee examines and recommends policies concerning statewide water supply and quality issues, monitoring the activity of pertinent state and federal activity, and expanded to look at wastewater issues.

  • Conference Planning Committee helps plan and evaluate the League's Annual Conference.

  • Training Needs Committee reviews state training and educational needs for municipal officials, and coordinates with other interests, including but not limited to higher education, Local Affairs and League sections.
