Michael Penny

President: Michael Penny, Frisco town manager
Michael Penny was elected president of the Colorado Municipal League for 2009-2010 at the 87th CML Annual Conference, held June 16-19 in Vail, after serving a term as CML vice president. Michael is the Frisco town manager, a position he has held since 2004. Prior to his tenure in Frisco, he served as the Ouray city administrator for two years and worked in various positions in the City of Boulder for nine years. Regional transportation issues have been a top priority recently for Michael, who chairs the I-70 Mountain Corridor Coalition and has a seat on Governor Ritter's Blue Ribbon Transportation Panel.

Jim White

Vice president: Jim White, Minturn town administrator
Jim White began a new position as town administrator for Minturn at the end of July, having previously he served as town administrator in Berthoud since 2001. He was elected vice president of CML after serving as secretary-treasurer; he also serves on the CML Budget, Audit and Management Committee as well as the Policy Committee. He was a government partnership specialist for the U.S. Department of Commerce from 1998-2001, where he served as the primary representative to city, county, and state government agencies in Colorado, Wyoming, and Nevada. He is a member of the International City Managers Association and has served as a board member of the Colorado City and County Managers Association.

Diana Allen

Secretary-treasurer: Diana Allen, Lakewood councilmember
Diana Allen is a councilmember for the City of Lakewood, and serves as the public information officer for the Westminster Fire Department. She has served in a wide variety of volunteer positions including Hispanic Youth Leadership club advisor; Lakewood Foothills Rotary president; Habitat for Humanity publicity committee member; and Lakewood on Parade president, publicity chair, and board member. She has been a special events volunteer in Lakewood for Cider Days, Lakewood Arts Fest, and the Second Wind 5K, as well as serving as Mothers of Preschoolers assistant group leader and much more.

Doug Linkhart

Immediate past president: Doug Linkhart, Denver councilmember-at-large
Linkhart was first elected to the CML Executive Board in June 2004, and most recently served as president from June 2008 to June 2009. He was elected to the Denver City Council in 2003, and serves as one of the city’s two at-large representatives. He is a member of four of the Council’s committees: Safety (which he chairs), Economic Development, Greenprint (vice-chair), and Neighborhood, Community & Business Revitalization. He is also part of the Crime Prevention and Control Commission, Mayor’s Early Child Education Commission, Age Matters Initiative, Youth Strategic Master Plan Committee, Goodwill Denver, Mile High Montessori, National League of Cities (Community and Economic Development Policy Committee, Youth Education & Families Committee and the Large Cities Council Committee).

Nancy McNally

Larry Atencio, Pueblo councilmember
Larry Atencio joined the Pueblo City Council in February 2007 and was elected to serve a four-year term as councilmember through December 2011.He has sreved in U.S. Army and as a health inspector for the city-county health department. He currently owns and operates LA Distributing Company, and teaches Chicano studies and sociology at Colorado State University at Pueblo. He has also been an instructor of classical ballet since 1972, in addition to being active in community theater.

William Buck

William Buck, Mt. Crested Butte mayor
William Buck is the Mt. Crested Butte mayor and has served on Town Council for almost six years, in addition to a term as planning commissioner. He is the current president of the Colorado Association of Ski Towns and board member for the Regional Transportation Authority in Gunnison County, as well County Housing Authority and Office For Resource Efficiency. In his free time, he is a certified adaptive ski Instructor and takes full advantage of Colorado’s outdoor opportunities.

Rebecca Cavanaugh-Miller

Rebecca Cavanaugh Miller, Thornton Arts and Humanities and Science Council member
Rebecca Cavanaugh-Miller finished her second term on the Thornton City Council, and was subsequntly appointed to the Arts and Humanities and Science Council. She has been involved in many community groups, including the Metro North Chamber of Commerce, the Thornton Leadership Institute, Thornton Citizens Police Academy Alumni Association, Metro North Leadership Alumni, Denver Regional Council of Governments, National League of Cities (vice chair of Public Safety and Crime Prevention), Leadership Training Program, Tier I Suburbs Council, Thornton Veterans Memorial Foundation, American Cancer Society - Relay for Life, Special Olympics, Boy Scouts, and more..

Aden Hogan

Aden Hogan, Jr., Evans manager
Aden Hogan, Jr. is the City Manager for Evans, a northern Front Range community of 20,000 located in central Weld County. Aden has more than 30 years of public administration experience serving in both municipalities ranging from 10,000 to 500,000 in population and in county government. He holds a master’s degree in public administration from the University of Colorado and a bachelor’s degree in business from Mesa State College. He has also earned the Credentialed Manager Certificate from the ICMA. Aden is an adjunct professor for the University of Colorado teaching public administration, disaster management, leadership, and ethics, and he is a frequent lecturer and keynote speaker across the U.S. and Canada.

Doug Hutchinson

Doug Hutchinson, Fort Collins mayor
Doug Hutchinson was elected mayor of Fort Collins on April 5, 2005, and re-elected in April 2007. He and his wife, Cathy, both grew up in Fort Collins. Doug retired from the U.S. Air Force as a lieutenant colonel and then served for 10 years as a civilian with the Department of Defense. He retired after 33 years of service in 1999 and returned to Fort Collins. Prior to becoming mayor, Hutchinson was an active observer of city politics, and wrote a regular political community column for the Fort Collins Coloradoan.

Gail Marvel

Gail Marvel, Montrose mayor pro tem Gail Marvel has been a resident of Montrose since 1953, graduating from Montrose High School in 1966. She was elected to the Montrose City Council in April 2008, and is serving a four year term. She is a veteran, having spent three years in the U.S. Navy and three years in the Colorado Army National Guard. Gail has been a test administrator for the Office of Personnel Management, served as a bailiff for the 7th Judicial District, and is an election judge for both Montrose County and Delta-Montrose Electric Association’s (DMEA) Election Credential Committee.

Nancy McNally

Nancy McNally, Westminster mayor
Nancy McNally was elected to Westminster City Council in November 2001 to serve a four-year term and was selected as mayor pro-tem in 2003. She was elected mayor in November 2005, and re-elected in November 2009. In addition to her new position on the CML Executive Board, McNally serves the community as a member of various organizations including the U.S. 36 Mayors/ Commissioners (MCC), Fastracks EIS, U.S. 36 EIS, Regional Transportation Committee, Metro Mayors Caucus, and Metro Vision (DRCOG). She also served as past chairperson of the Denver Regional Council of Governments and is currently Chair of the Urban Drainage and Flood Control and Co-Chair of the Metzger Farm Foundation. McNally has been employed full time at Stifel Nicolaus since 1999, and is assistant vice president and office manager for the financial firm.

Matthew O'Neill

Matthew O'Neill, Windsor town board member
Matthew O'Neill was born in New York City and grew up in the Air Force. He has called Colorado home since June 1975. He graduated from the University of Colorado - Denver with a degree in political science and a minor in American history, and completed some graduate work. Matthew serves as the executive director for Habitat for Humanity of Windsor, havign previously worked in retail and as a state trooper cadet. He has been married to his wife Melissa for 17 years, and loves to travel, camp, and bike. Other interests include photography, baseball, hockey, maps, trivia, and a very serious model train disease.

Jim Powers

Jim Powers, Fort Morgan councilmember
Jim Powers served on the Fort Morgan City Council from January 1986 to January 2001, took a break, was then appointed to fill a vacant position in 2004, and has served since that time. Jim has been mayor pro tem for three of his terms, and has been an active proponent of bringing new CBT water to Fort Morgan. He has served on the Policy Committee of CML for several years, serving as chair in 1997-1998. He was also the first chair of the CML Water/Wastewater Committee. He was appointed to the Executive Board in December 2007 and elected to a full term in June 2008. In his private life, Jim is retiree from the Fort Morgan School system since 1997, and is loan officer for the Fort Morgan Schools Federal Credit Union.

Steve Rabe

Steve Rabe, Canon City administrator
Steven G. Rabe is currently the city administrator for the City of Cañon City, having been appointed to that position in 1998. Prior to that, he served as city manager of Florence and Eads, beginning his career in municipal management in 1984. During his tenure in these positions, he not only has managed the day-to-day operations of the communities, but has facilitated and implemented long- and short-term goals for all of the communities he has served, has written and administered several million dollars worth of federal, state, and organizational grants for the betterment of his communities.

Lisa Skumatz

Lisa Skumatz, Superior mayor pro tem
Lisa Skumatz is mayor pro tem of the Town of Superior. She has served as an elected trustee for almost four years, has served on the board’s Finance Committee throughout her tenure. Skumatz also serves as Superior's representative to the Consortium of Cities – including its Energy Strategies Task Force and the Boulder County Revenue Stabilization Task Force. She chairs the Committee developing new commercial building codes in Boulder County. Lisa has been active in the Town’s citizen committee structure since 2001. She has won two national lifetime achievement awards for her work in recycling and has published widely in recycling and energy conservation.

Don VanWormer

Don VanWormer
Monte Vista City Manager Don Van Wormer was recently selected by CML Board President Michael Penny to chair the CML Water & Wastewater Committee. Van Wormer also serves as immediate past president of Upper Rio Grande EDC, current president of the Monte Vista Chamber of Commerce, Rio Grande County Board of Health board member, Downtown Colorado Inc. board member, and advisory council member for the San Luis Valley Small Business Development Corp.

Marc Williams

Marc Williams, Arvada councilmember
Arvada Councilmember Marc Williams was first elected in November of 1999 and has been reelected twice. He is serving his final term as an at-large councilmember. He has been with the law firm of Sonheim and Helm, formerly the contract city attorney and still involved in city issues, since 1979. When he became an associate with the firm in 1982, Williams became active in both the local bar association and the Chamber of Commerce. Both of these organizations gave him the opportunity for community volunteerism and a feel for the community and its issues.
