Criminal Justice: Funding HB 16-1309

Criminal Justice Funding HB 16-1309 HB 18-1353 Support Before governor Reps. Susan Lontine, D-Denver, and Terri Carver, R-Colorado Springs; Sen. Vickie Marble, R-Fort Collins Meghan Dollar HB 18-1353 will fund the unfunded mandate created by HB 16-1309, which requires defense counsel at first appearance in municipal court. It creates a grant program within the Department of Local Affairs. In his budget request, Gov. Hickenlooper requested a $2 million set-aside of general fund for a reimbursement program administered by the Colorado Department of Local Affairs. That line item was approved by the Joint Budget Committee and is currently in the HB 18-1322, the state budget for FY 18-19. The funding will be attached in House Appropriations. HB 16-1309 will go into effect on July 1, 2018.
