Gov. John Hickenlooper promises that the Colorado Water Plan will “provide a path forward for providing
Coloradans with the water we need while supporting healthy watersheds and the environment, robust
recreation and tourism economies, vibrant and sustainable cities, and viable and productive agriculture.”
Without it, “we face the loss of hundreds of thousands of acres of productive farmland, water shortages for our
cities and towns, difficulties responding to drought, wildfires and climate change, and watersheds that are
environmentally threatened.” Examine the truth of these assumptions and the proper role of the state
government in the process of addressing water issues.
